Trailwood Valley Frequently Asked Questions
The following exterior items are covered by the HOA while all other items are the responsibility of the home owner:
- Exterior Siding- repair and replacement except when damaged by resident or insurable hazard.
- Exterior Trim- repair and replacement except when damaged by resident or insurable hazard.
- Exterior Roof- repair and replacement except when damaged by resident or insurable hazard.
- Gutters- repair and replacement except when damaged by resident or insurable hazard.
- Landscaping- repair and replacement except when damaged by resident or insurable hazard.
- Sidewalks (up to brick steps/ stoops)- repair and replacement except when damaged by resident or insurable hazard.
- Parking Areas/ Streets- repair and replacement except when damaged by resident or insurable hazard.
All of the HOA items also receive periodic maintenance like power washing, grounds maintenance, and pavement seal coating. The only item that is only mostly home owner responsibility is the porch railings. The HOA does periodically paint these white when the house is power washed but this is the limit of the HOA maintenance of the porches / railings.
The deck, steps, and railings must be cleaned and completely stained/ protected using Behr Deck-Plus Semi-Transparent Stain (available at Home Depot) in one of the following colors: California Rustic (DP-351), Cedar Natural tone (DP-533), or Redwood Natural tone (DP-534). This staining service should be repeated every three to four years. Residents that wish to use another product and/ or color must get written permission from the Board prior to starting any work.
The front porch railings are Glidden white exterior semi-gloss paint.
Here are some of the primary guidelines that impact many residents:
- Garbage Collection: The City of Raleigh does not provide garbage collection services for the neighborhood so there is one dumpster on each street in the neighborhood. All residents should dispose of their garbage in to the dumpster promptly. Residents should never leave garbage on the front porch and/or rear deck.
- Parking and Assigned Spaces: All parking spaces in the neighborhood are assigned to a specific residence or designated for visitor use. Vehicles may only be parked in a space assigned to their residence unless they have the clear consent to park in a space assigned to another residence. This is a particularly important aspect of living in a town house community because ignoring this fundamental policy can cause unnecessary conflict between neighbors. Each resident has the authority to tow any unauthorized vehicles from the spaces assigned to their residence. This is not a decision that a resident wishes to make on a regular basis so your complete compliance will always be greatly appreciated by your neighbors.
- General Noise & Social Gatherings: All residents have the right to peacefully enjoy their home at all times. Loud noises from people, televisions, and stereos must be turned down to a minimum by 11 pm without exception. However, as a general rule it would be ideal if everyone turned down their noise by 9 pm. The walls are not very good sound barriers so these night time noises can be very disturbing for the neighbors. Residents may host social gatherings but all community rules must be followed. Examples: 1) Do not have your guests park in spaces assigned to another residence or park elsewhere illegally, 2) do not allow loud noises after 11 pm., 3) clean up after your guests and 4) take the gathering inside the house before 11 pm. Failure to comply can result in neighbors calling the police and possible sanctions from the HOA. Again, calling the police is not any easy decision so your complete compliance will help maintain a good relationship with your neighbors.
- Pet Owner Responsibilities: One of the most common complaints is about pet owners who do not follow the City of Raleigh pet ordinances. These ordinances are very simple and must be followed by all pet owners. 1) Every pet must be on a leash when outside of the residence and must be escorted by the pet owner or care-taker. 2) Every pet owner must clean up their pet’s feces immediately. This is a policy that will be enforced by the Wake County Animal Control and the HOA when applicable.
- General Architectural Compliance: Although the HOA maintains many of the exterior features, each home owner is responsible for the maintenance of porch railings, decks, doors, and windows. Please keep these items in good repair at all times. The HOA will make owners aware of required maintenance but it will be the sole responsibility of the owner to make the necessary repairs in a timely manner.
- Special Note for Investment Owners & Tenants: The City of Raleigh has a program specifically designed to address rental properties and the problems these may cause to a neighborhood. The PROP Ordinance is available for review on the website. Any rental property that becomes a neighborhood nuisance by violating various ordinances like those listed above will receive sanctions from the City of Raleigh. The purpose of this Ordinance is to promote greater involvement from investment owners and to protect neighborhoods from a nuisance residence. Tenants should be aware of the severity of this program because many rental property owners are now adopting a zero tolerance policy to avoid the City sanctions. Literally, a tenant may decide to host a loud party on a Friday night that lasts until 2 am and then receive an eviction notice the following Monday.
Question: Are satellite installations allowed on/or around the property?
Answer: You may have the dish installed on the backside of the roof and/ or chimney. We would prefer that it not be located on the deck and it definitely can’t be in the lawn unless that is the only place a signal can be received.
